Local Government and Schools Final Pay Offer 2022/23

The following final pay offer has been received from the national employer for all GMB members working in Local Government, Schools and Academies that follow the National Joint Council (NJC Green Book) pay, terms and conditions.

  • With effect from 1st April 2022 an increase of £1,925 on all NJC pay points 1 and above. This equates to 10.50% for SCP1 and no less than 4.04% for SCP43.
  • With effect from 1st April 2022,  an increase of 4.04% on all allowances ( as listed in the NJC pay agreement circular dated 28th February 2022.)
  • With effect from 1st April 2023, an increase of one day to all employee’s annual leave entitlement.
  • With effect from 1st April 2023, the deletion of pay point 1 from the NJC pay spine.

The employers have already agreed to complete the work of the joint term time only review group and have begun discussions on homeworking policies but are not prepared to discuss a homeworking allowance. On Milage Allowances, the LGA has agreed to make representations to the HMRC.

The National Employers rejected the following elements of the pay claim:

  • A one off COVID -19 recognition payment that covers all NJC workers
  • Introduction of homeworking allowance or all staff who are working from home.
  • The introduction of a school support staff retention payment scheme, supported by Green Book guidance.
  • A reduction of the working week to 35 hours with no loss of pay, and a reduction to 34 hours a week in London.

Next Steps

GMB have arranged a national meeting on 3rd August with Senior GMB Representatives of the Local Government and Schools committee to discuss the employer's offer and agree a timeline for GMB to open a consultation ballot with all GMB members within Local Government, Schools and Academies whose terms & conditions of employment are governed by the NJC.

This is an important consultation ballot for all our members within Local Government and Schools and it is key that all members take part and have their vote on whether they wish to accept or reject the offer
